Sacramento County Jail System Master Plan update
Sacramento County’s Jail System Master Plan is now available for public review. The Master Plan, developed by Health Management Associates (HMA) and DLR Group, evaluates the County’s existing jail facilities, identifies facility and operational needs, and outlines potential approaches for addressing those needs.
The Master Plan is available on the County’s Jail System Master Planning webpage.
We invite you to join us for an upcoming community webinar to learn more about the Master Plan, its findings, and the next steps in the planning process.
Jail System Master Plan – Community Webinar
Thursday, November 19, 2026, 5:00 p.m.
Location: Online via Zoom
Registration:https://us06web.zoom.us/webinar/register/WN_ELaVxtDzS7azzEMgfF2J6g
During the webinar, County staff will provide a detailed overview of the completed Master Plan, including its findings, alternatives, and considerations for future planning. Attendees will also have opportunities to provide public comment. Each speaker will have up to three minutes to share their comments, and the public comment period will continue until everyone wishing to speak has had an opportunity.
Have questions about the Master Plan?
We encourage you to submit questions in advance using the questions and comments field on the webinar registration form. If possible, please submit your questions by Thursday, November 12, to allow time for County staff to review them and coordinate with our technical consultants as appropriate. Questions submitted after this date are still welcome, although we may not be able to address every question during the webinar.
What happens next?
The Master Plan is an important milestone in the County’s ongoing efforts to address jail facility deficiencies and plan for the future of its jail system. Under timelines established through the federal Mays Consent Decree process, the County is required to develop written recommendations in response to the Master Plan by December 4.
The Board of Supervisors is expected to consider recommendations on December 15, 2026, including one or more approaches for further study. This will be an important step in the planning process, but it will not constitute final approval of a specific construction project.
We encourage community members to review the Master Plan, participate in the webinar, and share their questions and perspectives as the County moves forward.
Thank you for your continued interest and participation in the Jail System Master Planning process!
